The state where an individual or community lacks certain amount of money or the material possessions is described as poverty. On the other hand, absolute poverty or the destitution defines the deprivation of the essential basic needs by human beings including water, food, shelter, sanitation, clothing, education and healthcare. In addition to that, the relative poverty was described as the poverty affecting the economy or contextually seen as the economic inequality in the society or location where people live.

The group to be supported was low incoming families in the central urban areas. The proposal was on the general housing assistance program for the low income families in the urban centres. Neither the major rehabilitation nor the new housing will be appropriate or that economical for the families needs. Nevertheless, the proposal will respond to most of the critical problems, the little but effective adequate maintenance demand of the existing buildings that are older (Bauer, 2011). This proposal plan is developed to provide the modest developments on the existing housing, to offer equity in assisting eligible families that are based on the sliding percentage on the incoming formula, offering rent certificates that acts as new device assisting a low income individuals and families on finding their own housing by directly dealing with landlord. Further, the plan is to offer continuous housing quality check. In addition to that, the plan will always prohibit public funds use for substandard unit’s subsidy by creating incentives for the tenants and landlords to be cooperating in improvement and maintenance of the housing.

Steps included ensuring the plan works are;

The plan was to be implemented by including the policy implications whereby, federal and the state policies will then support the parental employment thus increasing the economic security for children in low income urban areas.

The increase in wages whereby, the shift is towards minimum wage jobs in an economy with increased service that is the most pronounced in urban centers (Huang, 1971). Earnings will rise when there is an increase in the minimum wage thus increasing wages for the low income parent, mainly in the cities. Due to the absence of living wages, federal “earned income tax credit” (EITC) will definitely increase and the value of the low wage will lift the millions of poverty stricken homes to a better life every year.

Maintain of support to “supplemental security income” (SSI), and social security. The plan will ensure that the government insurance for the families experiencing disability or the death of primary breadwinner is provided with safety net for the low income parents with their children. In social security programs, millions of children will benefit as the dependents or individuals who died or even became disabled, or as the individuals of a household depending or relying on social security. For the households that do not fit for the social security, SSI will always provide the means to test and assist the disabled children and adults.

Furthermore, there will be increase in the access to child care subsidies according to the plan. The parents with low income and have access to the affordable and reliable childcare will have a greater opportunity through participation in labor force. The highly quality childcare is giving support to parents in maintaining the employment and then promotes self sufficiency.

Lastly, the plan will be to increase funding by the federal housing through assistance programs. The programs by housing assistance are very cost effective approach in assisting the low incoming families to find safe and stable housing (United Nations, 2007). The voucher by federal housing choice program is always underfunded, this leaves many of the low income families to wait the lists while staying in a precarious housing situations.
